पत्रकार सीएम डॉ. निशंक की डाक्टरी का पोस्टमार्टम

शिशु मंदिर की मास्टरी से पत्रकार बने उत्तराखंड के मुख्यमंत्री रमेश पोखरियाल निशंक की डाक्टरी इन दिनों चर्चा में है। सवाल उनकी साहित्यिक रचनाशीलता पर भी उठते रहे हैं। उनका पत्रकारीय कौशल उनके ही स्वामित्व वाले दोयम दर्जे के दैनिक अखबार सीमांत वार्ता में देखा-समझा जा सकता है।

बहरहाल, जब से निशंक ने खुदको डाक्टर घोषित किया, तब से उत्तराखंड में उनकी डाक्टरी पर भी राजनीतिक और मीडिया हलको में सवाल उठते रहे हैं। निशंक जब स्वतंत्रता दिवस पर अपना जन्मदिन मनाते हैं तो लोग उस पर भी शक-सुबहा करने लगते हैं। और तो और उनकी शैक्षिक योग्यता पर तो उनके ही संगी साथी रहे नेता प्रतिपक्ष हरक सिंह रावत तक ने सवाल उठा दिए। अब दिल्ली से प्रकाशित अंग्रेजी टैबलायड मेल टुडे ने तो अपनी एक रिपोर्ट में निशंक की डाक्टरी को ही फर्जी करार दे दिया है।

निशंक को सालों पहले इंटरनेशनल ओपन यूनिवर्सिटी श्रीलंका ने डाक्टरेट की मानद उपाधि का तमगा दिया, लेकिन यह विश्वविद्यालय ही फर्जी निकला। इसी दौरान 1998 में विश्वविद्यालय अनुदान आयोग ने देशभर के विश्वविद्यालयों को सर्कुलर जारी कर कहा कि श्रीलंका की यह ओपन यूनिवर्सिटी एक फर्जीवाड़ा है, लिहाजा इसकी कोई भी डिग्री भारत में मान्य नहीं है। लेकिन इधर, श्रीलंका से संचालित होने वाली इस फेक यूनिवर्सिटी से डाक्टरेट की मानद उपाधि लेने वाले निशंक तब से खुद को डॉ. निशंक घोषित करते फिर रहे हैं।

हालांकि मुख्यमंत्री बनने के बाद उत्तराखंड की दो यूनिवर्सिटी से भी निशंक डाक्टरेट की मानद उपाधि का तमगा ले चुके हैं। निशंक दावा करते हैं कि उनकी कथा-कहानियों पर कई छात्र शोध कर रहे हैं, पर यह भी एक विरोधाभास ही है कि निशंक खुद मानद उपाधि का तमगा लिए शौक से घूम रहे हैं। निशंक की रचनाधर्मिता से ईर्ष्या करने वाले कहते हैं एक ऐसा शख्स जो बहुमुखी प्रतिभा का धनी होने का दुनियाभर में ढोल पीटता हो, वह आदमी आखिर क्यों डाक्टरेट होने का एक छदम आवरण ओढ़ता है? दुनिया को छोड़ भी दें तो भारत में ही शायद कोई ऐसी बड़ी शख्सियत होगी जो विश्वविद्यालयों से मिलने वाली मानद उपाधि को सार्वजनिक जीवन में अपने नाम के साथ नत्थी करती हो! उत्तराखंड के मुख्यमंत्री के तौर पर निशंक ही इसके अपवाद माने जा सकते हैं?

कानूनी प्रावधानों में उलझे बगैर नैतिक तौर भी इसे उचित नहीं माना जा सकता। ऐसे में क्या निशंक को डाक्टरी की इस ढकोसलेबाजी से मुक्त नहीं होना चाहिए? हंस में डॉ. निशंक की रचनाशीलता को सलाम करने वाले संपादक राजेन्द्र यादव चाहें तो इस फर्जीवाड़े से किसी निष्कर्ष पर पहुंच सकते हैं।

Doctored degree for Dr Nishank?

: Uttarakhand CM has fake degrees &two birth dates : UTTARAKHAND chief minister Ramesh Pokhriyal Nishanks unflinching obsession for the Dr suffix could become a major embarrassment for him as well as the ruling BJP in the state.It has been alleged that he received two honorary doctorate degrees from a fictitious Sri Lanka- based international university.

And to make matters worse, it has also been alleged that Nishanks date of birth in his official biodata and passport dont match.

The Open International University ( OIU) of Colombo conferred an honorary DLitt to him for his contribution to literature in the late 90s and a second one -  a doctorate in science -  a couple of years ago.

This apart, he managed two more DLitt honorary degrees from the state- run Uttarakhand Sanskrit University and Graphic Era Deemed University after becoming chief minister.

The OIU is neither registered as a foreign university nor as a domestic one in Sri Lanka. It has not been registered as an institute at all.

'The Open International University is not a higher educational institution that come under the purview of the University Grants Commission or established under the Universities Act ( No. 16 of 1978) in Sri Lanka.Therefore, the University Grants Commission is not in a position to comment on the qualifications awarded by the said university,' Priyantha Premakumara, the additional secretary of academic affairs and university admissions at the University Grants Commission ( Sri Lanka), said.

Sri Lankas University Grants Commission recognises only those foreign universities and higher educational institutes which are accepted internationally.

Institutes mentioned in the Commonwealth Universities Yearbook and the International Handbook of Universities get recognition in Sri Lanka. The OIU is not mentioned on either of these standard lists.

Last year, when Anil Chand Baluni of Green Force Forum in Dehradun filed an RTI seeking information about Nishanks doctorate degrees he was provided incomplete information and merely a copy of the CMs biodata.

The biodata reveals that Nishank was born on August 15, 1959.

The official website of Uttarakhand ( http:// cm. uk. gov. in/) also corroborates this. But his passport says he was born on July 15, 1959 - a discrepancy of exactly 30 days.

Seizing the opportunity to pin down Nishank over his academic degrees and date of birth, a Congress delegation complained to governor Margaret Alva about the ' confusion'. Party leader Harak Singh Rawat said :  'I want the CM to show us his degrees. People dont use the Dr honorific for an honorary degree.'

When asked about the legality of the honorary degrees, an official at the CMs office said : ' He has not obtained a government job by dint of his degree. He has not broken any law.' Uttarakhand government media adviser Devendra Bhasin defended the CM, saying : ' The literary works of Dr Ramesh Pokhriyal Nishank have been praised not only in our country but abroad as well.Phd students are doing research on books written by Nishank. The Congress allegations are baseless.'  He didnt provide any details to substantiate his claims.

State BJP chief Bishan Singh Chufal called the Congress remarks 'cheap tricks'. 'They are using their imagination. How can a person have multiple dates of birth?'

ABOUT THE UNIVERSITY

OIUs website says : 'An international organisation formed in 1962 congruent to the policy objectives of the World Health Organization. Repeated emails to the university on several queries, including those on Nishank,'  failed to elicit any reply.

THE RTI WHICH WAS FILED

Anil Chand Baluni sought information on the CMs academic qualification. His office gave a copy of a CV which claimed the CM was conferred a doctorate by OIU, Colombo. No photocopy of degree given.

Degree awarded by Open International University for Complimentary Medicines, Colombo and informing that no recognition should be given to the Degree/Diploma or any other academic distinction conferred by this University, for your information and record.

The Commission is grateful to you for bringing to its Notice about the award of Ph.D. and D.Sc. degrees by the Open International University for Complimentary Medicines, Colombo,  Sri Lanka.  Subsequently to receipt of your letter No. IOE/D/97/1089 dt. 28.1.1998, the Commission also received a letter from the Vice-Chairman, the Bar Council of Gujarat informing us on the above

subject.  In support of this, he has also enclosed a letter No. UGC/L/81 dt. 9.2.1998 from the Chairman, UGC, Sri Lanka, stating that the Open International University for Complimentary Medicines has not been established or recognized as a Higher Educational Institution/Institute, under the Universities Act. No. 16 of 1978 as amended.  Therefore, any such Degree or other academic distinction issued by this institution is not valid in law in Sri Lanka.  A copy of the letter is enclosed for your information.

The Commission is issuing a circular to all the Universities/Deemed to be Universities/Institutes of National Importance/IITs asking them not to give any recognition to the Degree/Diploma or any other academic distinction conferred by The Open International University for Complimentary Medicines, Sri Lanka.
